When does the Arthurian bot gain 5 Progress and put its Accession card into history?

The 5 Progress is gained only after all quests have been gained, and then the Accession card goes into history. If no quest is left to gain, the bot does not put a Knight into history, because the Knight is a cost it cannot pay.
