A slash means any of, an inclusive OR. For scoring and gain effects you count every matching icon across all listed types and total them, so a region with grass, river and ocean icons gives three materials and 4 fertile plus 2 ocean icons score 6 VP. For 'N X/Y' you make N selections of any combination.
