What happens when the bot must resolve or discard the top card of an empty deck?

Resolving the top card of an empty bot or Dynasty deck gives the bot 2 progress, as with a failed break-through; the bot never reshuffles outside clean-up. Discarding from an empty deck cannot be done, so that part does nothing.
