Does a Solstice effect that is written as two sentences (recall a card, then a Choose) resolve both parts during Solstice?

Yes. The Taino Fishing card's Solstice recall and the following Choose both resolve during the Solstice step, so the Choose (move a material here or take an unrest) is not a one-time effect on play.
