Do I reshuffle when I would draw a card but both my draw and discard piles are empty?
Yes, you reshuffle and draw from the appropriate deck as long as that deck has no exhaust token and you have an available one on your State card. Develop is optional, and the Utopian and Cultist reshuffle effects still resolve.
