Yes. Anytime you play a card with a State symbol it must match your current State card, unless an effect says otherwise. If the card shows two symbols, your State card must match at least one. This applies to Polynesians and Cultists too, so a Cultist card with both Empire and Barbarian symbols needs one of them in play to be played on turn one.
