Is buying a development card an action, and does it need an exhaust token?

No, developing is not an action. When you develop on a reshuffle it is optional, costs the development cost, and needs a free exhaustion token, which you place on the Development area (so once per reshuffle window). When a card effect says Develop, you still pay the cost but need no exhaustion token.
