Is becoming an Empire mandatory when your draw deck runs out and the conditions to add a Nation or Accession card are met?

Question

Accepted Answer

Yes. Adding the Nation or Accession card and switching to Empire is mandatory. Discarding your hand to develop is optional, which is why the rulebook says you may pay the development cost.
