In quick setup with mini-decks, where do you search when breaking through for a suit no market card matches?
A designer post addresses this directly. It also matches the rulebook text.

Search the main deck. Mini-decks do not guarantee the suit is there, and they only matter for Trade Routes, so without Trade Routes everything can go in one main deck.
