If a Solstice effect says choose between two options and you cannot pay for one, must you still resolve the other?

Yes. A Solstice effect not preceded by MAY must be performed as fully as possible. Options whose costs you cannot pay (including abandoning a card) are not available, so you resolve the affordable choice.
