If my deck runs out mid-turn and I reshuffle again, do I add another Nation or Development card?

Yes, but only while that deck has no exhaustion token on it. Each reshuffle adds the top Nation card (or develops) and places an exhaustion token on that deck; tokens clear at clean-up, so the cycle repeats on later turns. If the Nation deck is empty you add a Development card instead.
