How do I add Trade Routes to Classics or Legends commons?
The rulebook Trade Routes Expansion section lists these setup steps; forum posts confirm them.

Use the Trade Routes setup elements with any Commons set: add the Trade Route cards (one face up under each small deck, the rest shuffled into the main deck), give each player a Merchants card, an extra exhaustion token and 1 goods instead of the progress token, and add the Welcoming Fame card (the Fame deck is one larger). With Classics or Legends commons you do not remove anything; trade-unfriendly cards only exist in the Horizons commons.
