Does the Gardening card return one Unrest for a City and another for a Metropolis?

Yes. The reworded Gardening text makes the City and Metropolis returns independent: a City returns 1 Unrest and a Metropolis returns 1 more. The earlier wording implied the Metropolis return only worked if a City was also in play.
