Does Dhar Tichitt trigger when an attack would make me abandon or recall a Region?

Yes. If the attack would make you abandon or recall a Region (including a pinned Region you choose to recall), you may pay 2 Materials to avoid the whole attack, Unrest included. If the option you face does not cost you a Region, Dhar Tichitt does not trigger.
