Do Cultist Chaos cards count as Unrest for returning and free-playing effects?

Yes. Any effect that refers to Unrest by its fire symbol also covers Chaos cards, so they can be returned (to the Chaos pile) or free played. A Martian Unrest card missing the symbol should be treated as having it. Taking a Chaos card is separate and only happens when a specific card says so.
