Can you choose a Solstice or exhaust option that does nothing when you cannot gain anything from it?

Exhausting a card changes the game state, so you may choose an option that does nothing (for example, draw a Mask you do not have). During Solstice you must choose an option you can resolve if one exists. Playing a card from hand with no resolvable text is not allowed.
