Can Triumphant be garrisoned under Oral History, or does its 'cannot be garrisoned' text win?
Triumphant cannot be garrisoned, so the cannot text is not overridden. Oral History's garrison is read as 'if possible', so Triumphant goes to history normally rather than under Oral History.
