Can a 'return Exhaust' effect remove an exhaustion token from my Nation deck or Development area?

No. In Horizons the Nation deck and Development area are not part of your play area, so effects that return an exhaustion token cannot target them and you cannot unlock a second Nation card or development that way. This is a deliberate tightening compared with Classics and Legends.
