Can Polynesians develop with Waka Hourua while cards remain in the Nation deck?

Yes. Developing normally waits until after accession, but a card that explicitly lets you develop works earlier. Polynesian developments are voyaging regions, so Waka Hourua can develop them, and the same logic applies to the Egyptians.
