Can I mix Classics, Legends and Horizons common cards in one game?
A designer post addresses this directly. It also matches the rulebook text.

Not as a supported setup. The rules have you pick one complete set of Commons (Classics, Legends or Horizons). If you do mix, the designers' endorsed approach is to mix whole suits, each suit from a single box, and not card by card, which risks balance problems. The Horizons Ruthless and Trade Routes cards are alternatives: you use one or the other.
