At clean-up, must I draw up to my hand size, or can I stop drawing early?
A designer post addresses this directly. It also matches the rulebook text.

Drawing up to hand size is mandatory unless you cannot, which happens when you have thinned the deck too far. Reshuffling without adding a card from the development deck is optional.
