Does Unrest added from my nation deck count as "gaining" Unrest?

No. Reports from players say only Unrest coming from an outside source (the market, the Unrest pile or another player) counts as gaining Unrest. All Unrest, including nation-specific Unrest, returns to the common unrest pile.
