What do the arrows on some Unrest cards mean, and where do those cards go?

Unrest cards with a setup arrow are added to the common unrest pile during setup (and removed at the player counts their 3+/4 icon excludes). Unrest cards without an arrow belong to a nation and start in that nation's own deck. Arrow cards never go into a solo bot's deck.
