Can I add two nation cards in one turn by emptying my deck twice?

Normally no, but it can happen: if the nation deck was not exhausted at the start of your turn and you gain a card, a second one is only possible once the token has been removed, for example by clean-up or by a card that removes exhaustion (such as Olmec Hieroglyphics). Cards that explicitly add from the nation deck (like the Egyptian tributary) ignore the token.
