With Shrine or Bread and Circuses, can I discard an Unrest and then return that same Unrest from my discard pile?

Yes. Solstice effects resolve one step at a time with no stack, so the Unrest you just discarded is already in your discard pile when the return step happens. Shrine's discard is a "may", but if you do discard and an Unrest is in your discard pile you must return one; Bread and Circuses' discard is mandatory and its returns are optional.
