When a card says "per region icon" or similar, does every matching icon count?

Yes, every matching icon counts, not just one per card, and a gain applies once per matching icon (a region with a fertile and a water icon gives 2 materials). Only icons under the region banners count, not icons in text boxes. Scoring cards are capped at 10 VP. A slash between two icons means both types count.
