If I can't fully resolve a card's effect, do I still resolve the rest?

Yes, do as much as you can. The exceptions are optional steps ("may") and costs or "do X to do Y" steps: if the first part cannot be done, the dependent part is skipped as well. Pay-costs also decide whether you may play a card or use an ability at all.
