Which effects are optional, and what do "to", "and" and full stops mean?

Anything with MAY is optional. "Do X to do Y" and "Pay X to do Y" make Y happen only if X can be done. Separate sentences ("Do X. Do Y.") are independent, and "Do X and Y" is resolved as far as possible. Everything else is mandatory as far as possible.
