Is adding the nation card mandatory when I reshuffle, and is developing optional?

Adding the top nation card is mandatory when you have a free exhaustion token and the nation deck is not exhausted. Developing as an Empire is optional: you can decline, and you must decline if you cannot pay. You then simply shuffle your discard into a new draw deck.
