Can Glory or a fame effect flip King of Kings while other Fame cards remain?

No. King of Kings can only be reached when no face-down fame card remains; Glory looks only at the cards on top of it. If Glory finds nothing left to look at, you resolve King of Kings instead. Oracle's per-Fame scoring does not count King of Kings, since it is resolved, never taken.
