Where does the exhaustion token go when I take my accession card, and can I develop in the same turn?
The designer answered this directly on the BGG forum.

Put it wherever it reminds you (nation or development area): it works the same. You may gain only one card by reshuffling per round, whether nation card, accession or development, so after taking the accession card you cannot develop by reshuffling until your next clean-up. The designer stated this in late 2022 and said it was the simplest reading for all three games. Earlier replies from 2021-2022 allowed developing in the same turn; those are superseded.
