How many exhaust abilities can I use in a turn?

As many as you have exhaustion tokens on your state card: 5 normally, or 3 for the Utopians. Each use moves one token onto the card. The designers set the cap to keep turns short; it matters mostly for the Utopians and the Olmecs, whose limit is also shared with adding cards from the nation or development deck.
