What is the difference between "draw" and "draw if able"?

A plain draw from an empty draw deck triggers the normal reshuffle (including adding a nation or development card if allowed) and then you draw. "Draw if able" does nothing when the deck is empty: no reshuffle. A "may draw" lets you choose whether to reshuffle.
