Can I defend against a solo bot effect that gives me Unrest or steals from me, even without an attack icon?

Yes. In a solo game every bot effect that hurts you counts as an attack for defence purposes, whichever card caused it. This replaced an earlier, narrower reading that only attack-icon cards could be defended; the designer made the simpler rule official for Horizons and said it applies to Classics and Legends too.
