Do anti-city cards work against the bot?

Largely no. The designer explains the bot's tableau (apart from regions) is simulated by its history pile, so anti-city cards like Onager have little to hit, though they remain useful for other effects. Swapping cards out is untested, so expect balance to be uncertain.
