How does the bot score star (*) and question-mark (?) cards?

A star card is a flat 5 VP for the bot. A ? card scores the highest value it could ever have, wherever it is and whether or not the condition is met (a negative-only ? scores 0). The bot scores all its cards (row slots, draw deck, discard, history, regions) except the dynasty deck.
