When does the bot reshuffle and draw from the dynasty deck?

Only during its own clean-up. If its deck cannot fill its row, it adds the top dynasty card to its discard, shuffles it into a new bot deck and refills, repeating as often as needed (it is not limited by exhaust tokens, unlike a player). During play, draw and discard effects it cannot complete are skipped with no reshuffle, and it does not draw dynasty cards then.
