If the bot can do only part of a chart action, does it move on to the next row?

It moves on only when no part of the action can be resolved. If any part changes the game state (for example drawing a card, using an exhaust marker, gaining a card, changing resources, the card leaving the bot deck for play or history), the action counts as done and the bot resolves as much of it as it can.
