A reply says no accessibility is needed and the rulebook doesn't require it.

Yes — the 4 only needs the target to be an opponent's neighbouring tile; accessibility is not required. A flipped tile is worth nothing, and a Dolos next to only Dolos or flipped tiles is worth zero.
