Can a piece with a Beetle on top of it move, and can I free it with another Beetle?
The rulebook says a piece with a Beetle on top is unable to move, and many players repeat it.

No. Any piece with a Beetle on top of it cannot move, whoever owns the Beetle. Adding your own Beetle on top does not free the piece below.
