What happens if a player can neither place a piece nor move one?
The designer confirmed this in 2006 and 2011, and the rulebook's Unable to move or place section agrees.

That player passes and the opponent takes another turn, repeating until the stuck player is able to place or move again or a Queen is surrounded. Being blocked is not a loss by itself, and pieces often free up again.
