Is it legal to make a move that surrounds my own Queen Bee?
Several players report it is legal and has happened in real games; the rulebook has no prohibition.

Yes. Nothing forbids it, and if it is your only legal move you must make it because you cannot pass while a legal move exists. If the same move also completes the surround of the opposing Queen, the game is a draw.
