Can a Mosquito move if the only piece it touches is another Mosquito?

The designer quoted the English rule from the Hive Carbon rulebook in 2012.

No. A Mosquito touching only another Mosquito (including one in a stack) and no other piece may not move. Mosquitoes pass on no abilities to each other, so a Mosquito on the ground also gains nothing from a Mosquito on top of the Hive.

“If touching another Mosquito only (including a stacked Mosquito) and no other piece, it may not move.”
