Can a Mosquito copy a Pillbug's special ability, even if that Pillbug was just moved or is immobile?
The designer ruled on this in 2013, and the Pillbug rules sheet says the same.

Yes. A Mosquito touching a Pillbug can use either its movement or its special ability, even when the Pillbug itself was moved or cannot act. It copies at the start of its move, so it does not need to stay in contact during the move. It cannot use that power to move a piece that is frozen from having just been moved.
