How is the Tax Multiplier calculated from Policies 3, 4 and 5?

Policy 3 sets the base (A = 3, B = 2, C = 1) and decides how Policies 4 and 5 count: at 3A their modifiers are doubled, at 3B counted normally, at 3C ignored. Each of Policies 4 and 5 adds +2 at A, +1 at B and nothing at C. At 3C the multiplier is therefore always 1, whatever the welfare markers show. Update the marker whenever any of these Policies changes.
