Every step is finished by all classes before the next begins, always in reverse turn order (State, Capitalist, Middle, Working): produce and pay wages, then Cover Needs (Middle before Working), then Check IMF, then taxes. Because taxes come after Cover Needs, money earned selling Food is taxed.
