Political Scandal uses the State's Media Influence (the Influence in Public Services on the main board); the money it pays is a separate cost, not the price of that Influence. Denial of Free Speech converts 2 Media Influence from the main board into 2 of the State's Personal Influence, and can be played as long as the State has Influence to take from at least two classes.
