How do Cooperative Farms get built and staffed?

Only through action cards that let the Working Class build one; you don't start with any. The card needs unemployed Workers from the Unemployed area, not those already employed (including in Middle Class companies), and assigns them to the farm as part of its effect. You can't put Workers on a farm later at will with an ordinary Assign Workers action.
