How does Competitive Wages work with committed workers and the number moved?

The same number of workers must be moved; you can't move two of three and leave one unemployed. Committed workers can't be taken. The new workers are committed at least a round, so the wage you set must be paid; afterwards it can be lowered, subject to the Labor Market, though the workers are then free to leave.
