Within normal limits: one resource, up to two sources, up to its Population from each. It picks the cheapest option (tariffs included) at that moment, buying from its own company counts as one of the two sources, and a second purchase never overrides the cheapest first one. It buys only when that raises Prosperity and never takes a Loan to buy.
